Mansfield National was a three way venture between the City of Mansfield, Evergreen Alliance and the adjacent development group.  Colligan Golf Design was responsible for designing a course that worked for all parties involved and was responsible to the needs of the public golf market.  Fees at surrounding courses were analyzed and CGD illustrated to the owners that the fees should be controlled by the construction budget.  The site was relatively flat containing a large amount of flood plain; this required obtaining permits for working in wetlands.​
